Take the video to an attorney to look at. Cops cannot use excessive force and if your arm is broken then yes, you can sue the city who employes the cop and the cop. Almost 1 billion dollars was paid out to victims of police abuse last year so yes, you can sue and win.
Some cops just have a "i have a gun and a badge, I can do what I want" mentality and they need to be held accountable for their actions. Never give permission for a cop to search you, your car or home without a warrant. This is your right and a right not exercised is a right soon lost.
