If it happened during his personal time, same as anyone else If it happened while he was on the job, that's different - he should suffer additional penalties, perhaps including termination from his job. If he has to drive as part of his work description, he might get fired or have to have an interlock system on his car.
Was he also driving excessively, i.e. Over 100mph, or something? If it's just his first offense and he was picked up for swerving then I think the penalty should be whatever the normal penalty for your first DUI is; probably probation and maybe losing your license.
But if you're insinuating that he should lose his job or face any disciplinary action there, then no. Having one DUI shouldn't negatively affect your ability to manage a city sanitation department. If he's a habitual offender or if he was driving 100mph through a residential neighborhood, maybe that changes things, but otherwise he should be free to keep working.
