The cupcakes only have a few components, the cupcake itself, the fur, the eyes, the nose and the mouth. I baked plain cupcakes waited for them to cool completely then used red icing to cover the top. If you want to really embrace the red theme of Elmo you could bake a red velvet cake recipe.

To give a furry texture you can lightly toss shredded coconut with red food coloring paste until it is tinted red and sprinkle on iced cupcakes. You can use a few different things for the eyes.1.
White icing using a piping bag to create two protruding circles. Then use either black icing or gel for the irises.2. White mentos or white sphere candies similar to mentos and pipe small black dots in the centers.3.
This is the one I prefer as it goes with the sweet theme and I think it is the one the kids love the most. Use large marshmallows cut in half and pipe the irises on with black icing. Marshmallows are easy to shape as well so you can get the right size.
For the nose you can again pipe tanish brown icing. Or you can use unsalted peanuts or some type of tan colored candy. The only risk with peanuts if this is for a party is to make sure party guests don't have an allergy to nuts.
I think a nice orange gumball or orange round candy works well. For Elmo's mouth I think oreo cookies are the best thing to use and it makes for a yummy edition to the cup cake. Elmo’s mouth is basically a black half moon shape so half a round chocolate biscuit works well.
You can also use icing or fondant but it is more time consuming to form the perfect shape. All the add ons can be held in place with a dab of red icing.
