I had four cats that lived upstais in a very large room. They refused to use the litter box and have urinated/pooped all over the room. I no longer own the cats but the smell remains after 3 years.

2 Suggestions The first thing that comes to mind is the product "Urinegone," which you may have tried. It's sole purpose is to get rid of the odor of urine. In this case, where multiple cats have soiled the floor for a long time, I would soak the floor and let it sink in to the wood, possibly several times, and have an air conditioner going so that it doesn't just evaporate, but truely sinks in.
That being accomplished, I would get some "Murphy's Oil Soap," which will clean and penetrate wood. It has a pleasant scent, and upon scrubbing will work in, and revive the appearance of the wood as much as possible, perhaps not that much after the treatment that it has received. It, too, may need several applications.
If these fail, the draconian measure of ripping up and disposing of the planking, and soaking the subfloor in Urinegone before placing new planking down would be the best, and possibly only, way. The method is simple. Perhaps you have done it.
