Apache Tomcat cannot load web.xml - Connection timed out?

That's not the right Servlet 2.4 web. Xml root declaration. It look like you took a Servlet 2.3 or older one which is based on a DTD and just changed the version number.

That's not correct. From Servlet 2.4 on a XSD is been used instead of DTD .

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
