Its the same with Italians, they are very racist toward blacks, but northern Europeans look down upon Italians and they don't consider them ''true whites''.
You are exactly right in that both Mexicans and Cubans can be extremely ethnocentric but in different ways. The Cubans in Miami are often racist White people whereas the Mexicans in California and the Southwest are ethnocentric Mestizos (mixed White and Amerindian). Overall, I would say Cubans are more racist and race conscious and here is why.
Almost all Mexicans are Mestizo, even the White Mexicans have some Amerindian ancestry even if you can't tell by looking at them. However, Cuba never had a large indigenous population so Cuba's society is basically made up of three groups. Whites, Blacks, and Mullatoes.
Now most of the Cubans in Miami really are "pure" White people because Cuba had large migrations of Spaniards up until the 1900's and many Spaniards in Cuba did not intermarry with Blacks because slavery was still alive and well in Cuba until much later than in the United States. So Cuba had a very rigid racial caste system up until the 1900's whereas Mexico did not. Most Cubans "Miami" White Cubans are between 90-100% European in ancestry.
In New York and New Jersey the Cuban population is more mixed. In other parts of Latin America the "White" people are more mixed than in Cuba. Still, the pure White Cubans don't really look like what Americans consider White because they don't look Northern European.
They look like Italians, Greeks, Spaniards, etc. Many White Cubans came from the Canary Islands where people are a mix between the native Guanches (berber like people) and Iberian Spaniards. So they look Middle Eastern or Mediterrean. But they are still white.
Overall White Cubans are very race conscious and look down on mixed race latin americans and blacks. Mexicans might be proud of their mestizos heritage but they are not elitist about it like Cubans are. For instance if a Mexican man were to find out that his daughter were going to marry a black man, a white american man, or a mestizo central american man he wouldn't oppose it.
However, you can rest assured that a Cuban father would be happy if his daughter brought home another White Cuban man or a White American man, but would be VERY opposed to her marrying a black man or a mestizo central american man. Hope that helps.
