Public streets that remain undisturbed do not have to be treated. However, if the street water flows through the BMP the street area must be considered in the BMP design. Another approach would be to bypass the street water around the BMP.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
