Are the Alevi sect of Shi'as considered Muslims?

Yes. It is a somewhat more liberal sect, but a Muslim sect nonetheless. However, this sect does a lot of things that Islam prohibits, such as the consumption of alcohol.

Answer Alevi also do not worship in mosques. Their place of gathering (since it is not strictly a place for worship) is called a cemevi, which means "gathering place" in Turkish. This places Alevi in a difficult position in Turkey as Sunni islam is the state religion, amd imams are state employees, and state funding goes to the building of mosques.

So, in many Alevi areas, the call to prayer goes unanswered.
