Are the perforated aluminum coverings on my soffits considered soffit venting?

Yes.. My house is about the same age and has aluminum soffits which are perforated every few feet. The differance is mine has formed foam baffling running between the rafters to create the required airway from the perforated soffit to up above the insulation. More.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
