The stuff that I read about was rather disturbing. I wouldn't advise it. Expedia found three hotels for under $25, including Golden Gate Hotel and Casino, Golden Spike Hotel and Casino, and Sahara Las Vegas Hotel and Casino.
The first two are downtown, the last is on the strip. The first, had the best travelers ratings, 4 out of 5 by twenty plus different raters.

On top of that, metro regularly patrols the Las Vegas strip and Downtown to help ensure a safe environment. If you are ever unsure about walking to your car or being safe then grab a security guard and they would be happy to escort you where ever you need to go. Any place can be dangerous so just make sure you aren't walking in an alley by yourself or inviting strange men to your room and you should be ok.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
