You apply as an international student. Your high school should have an application program in place, and could guide you a bit better, but you would apply directly to the school of your choice, as an International Student (the admission costs are more than those who attend within their own countries) and you would have to get a visa obviously (and if you want to work while attending that could take some hoop jumping but would pay off in the end) but larger cities have schools that are very used to international students, and may offer more guidance than you high school, so start emailing around and see what they have to say about it. I live in Ottawa, ON, Canada and we have great acceptance, admittance and support for international students throughout the whole city, along with immigration services.
And there is a large population of International Students and foreigners to this city with great services all round, if you want a country's recommendation :) The larger the city and school the better your chances. But start with finding what school you'd like, which program and go from there, it makes it easier deciding, and moving forward to what steps you ave to take to get over to the country and attend.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
