It's either 100% lethal or 0% lethal. Just like any other cartridge or shotgun shell. If you miss, it's not lethal.
If the round, whether buckshot or .50 BMG rifle round or beanbag round, doesn't hit in the right place, the round is survivable. On the other hand, if the round impacts the correct place (which could likely be anywhere on a human body, in certain circumstances) it could kill instantly or within a relatively short period. But here's the key- a beanbag round is designed to be less likely to result in death than traditional cartridges and shells.
