Best makeup/skincare for oily, dehydrated skin?

I recommend not to overdo makeup at this stage. Makeup enhance features as known but it can clogs the pore too. So if you are wearing the makeup then make sure you remove it well before going to bed to lock the natural glow.

If you want to wear blush for sure then Maybelline will be good choice for you. For Wheatish Complexion Peach and for fair complexion you can try Pink.

Its fine if you wear it, its totally up to you if you want to or not. Just don't cake it on it makes people look bad.
