Medi-Cal, is state provided welfare health coverage. CMSP, County Medical Services Program (CMSP) provides limited-term health coverage for uninsured low-income, indigent adults that are not otherwise eligible for other publicly funded health programs. That means, for some reason you didn't qualify for MediCal welfare, so you have CMSP instead.
It's a short term program, and does not automatically renew. It provides more limited services, and sometimes, you have to pay part of the cost.
