It is really up to the office to decide this one. If you were legit laid off on the second job you have to have worked so many weeks in order to qualify for EI. If they take your prior employment into consideration (they usually look at the last two years) they might reject your claim for the period from the previous place of employment for the same reasons.
You can always try to fight it, however when you are turned down you have a time frame in which to appeal a decision and once that time frame is closed it is almost impossible to reopen it.
The reason it says not a claim form is because it is not a claim form. Although EDD usually sends the claim forms with the checks, they sometimes send them separately, for various reasons. Because their computer printer is not loaded with checks that do not have claim-form-size paper attached to them, they print an entire sheet, the size that they would if they were sending a claim form and a check, even if they are sending only a check and no claim form.
Call EDD (or use the contact EDD webform) and ask when they will be sending the claim form.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
