Player 1 throws a Draw 4 card and calls blue. Player 2 draws 4 cards. Player 3 wants to throw a Draw 4 on top of the current Draw 4 card even though they have the color blue.

Official rules do not allow a draw 4 to be played if the player can play another card. - the penalty is to withdraw the play and draw 4. However, if they are challenged and it is a legal play, the challenger draws 4.

Of course, house rules can always take precedence over official rules - but they should be established before it becomes an issue.
Your question presents a false assumption. Under the official rules, one does not "draw until he can play". If he can not or does not wish to play, he draws one card, and his turn is then over.
Since you seem to be playing with house rules anyway, you are free to decide whether or not a Draw 4 can be played on another Draw 4 even if the given color is available.(Personally, I would say "no", simply because the Draw 4 rules state that you can only play a Draw 4 if you lack the current live color, even if you have the "number" available).

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
