Can a European 220V power supply for a cell phone be plugged into a US outlet 110V using an adaptor?

Voltage IS the issue. Do NOT plug a 110 volt device into 220 volt circuit UNLESS the device is designed for it. Look on the label for voltage.

Here is what MAY have happened. It worked for a little while then burned out due to the wrong voltage - It will NEVER work again without repair. It worked for a little while, then the fuse protecting the device blew.

The fuse needs replaced. The product is dual voltage and the dual voltage circuit failed it needs repair. The device overheated and shut down to protect itself.

Let it cool down and plug it into a 110 volt power source, Can be a voltage transformer, not just an adapter plug. The circuit it was on blew its fuse, check the outlet with a 220 volt something and see if that works, if not reset the circuit breaker. These are just some things to check.

It is conceivable that your device may have been dual voltage compatible. The voltage requirement for the device work have been shown as 120-240 or 110-220 or it may have had dual voltage printed on it somewhere. And it worked correctly for a little while before it stopped working for some totally different reason.

But in a situation like this I'm not liking the the whole coincidence idea. If nothing else the dual voltage circuitry may have failed.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
