Can a player steal a base when a batter hits a fly ball foul and it's caught?

Still up to bat...he still has 1 more strike...the rules change sometimes from place to place...some organizations say you can only have 4 foul balls and you are out...but yea in standard baseball rules if the batter has two strikes and hits a foul ball he still has one strike left and therefore is still up to bat...
