Yes as long as the drain has a trap and is vented.
Cut the 4-inch toilet drain pipe back about 12 inches from the elbow below the location of the old flange with the reciprocating saw. Wipe off the burrs from the end of the remaining pipe from the cut, then apply PVC primer to the end of the pipe as well as the inner edge of a 4-inch to 2-inch PVC reducer. Put a ring of PVC cement around the pipe, and connect the reducer to the pipe.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
