You might want to at least look at the Mazda 3 since they are in that price range - mazdausa.com/MusaWeb/display2010Mazda3.a... It is a little smaller but still should work well for a family vehicle. I own the Speed version (so mine is slightly different since it is a sports car and a hatchback) but the seating is about the same and 2 adults and a dog can fit into my backseat... the trunk space is surprising for the size car... it has lots of safety features which are important for family cars... and if you can find an '09 instead of a '10 you will likely get even more of a deal mazdausa.com/MusaWeb/displayRegionalInce....
Finding new cars for your 16K price range is very hard. The best car that has a tremendous amouunt of space is the Toyota sienna. It would be good if you looked into a slightly used car.
I have a 2005 sienna and it is a roomy minivan. I found that the suzuki Grand vitara goes for 18,000. It is limited in space depending on how many people there are.

Well right now with the cash for clunkers probably being passed again for another 2 billion dollars you could take advantage of just this program if you have a old car that qualifies and get $4500 for it. Also you could go to Chrysler and get $9000 instead but of course you will need to purchase a Chrsyler or Dodge vehicle. A good family car if you are not a family giants like my wife and I (6'7 and 6'0 yikes) would be a Chrsyler Sebring.
I bought one last year and it is a great car. The milage I get on the highway is over 30 mpg. With the $4500 Chrsyler rebate you will only pay about 19,000 but if the Cash For Clunkers is passed once again you can get $9,000 off and get it for around 15,000 which is steal for a brand new vehicle.

Toyota Matrix. New, they start just over $16,000. Used will of course be far cheaper.
Consumer reports rates the reliability and overall quality very high and rates them as a great used car value. Four doors plus a hatchback...good for kids and dog in the trunk. Fun looking, nice quality (Toyota, after all), versatile.
Lots of airbags - very safe. We have one (2004) and my brother (father of two) has one (2006) also. We both love them and have had no major maintainance issues (beyond the standard stuff).
Dodge colt, by mitsubishi. Good little economical car, good on gas mileage, roomy interior for such a little car, needs little maintenance..... but...if you need something bigger for your money, go to rental places in your area and ask if they've got any vehicles that they're selling. You can get a great price on a fully maintained vehicle and since it's used, it's already "broken in" so you won't feel the need to be touchy over keeping it neat.

I would get a Ford Expedition becouse it has about 9 seats but it dosent have a trunk but it has a front and back and you know where you put your food, it has 3 chairs back there.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
