Subjonctive is "que Andy vienne". "J'ai voulu que Andy vienne en ville, mais il a du faire ses devoirs. " anyway I prefer that second phrase with a mix of past tense and subjonctive: "Je voulais que Andy vienne en ville, mais il devait faire ses devoirs.
