Yes, he absolutely can get financial aid. Not to mention that President Obama has a Rehabilitation program that is suppose to aide people who have a record or disability find adequate work. And if your experience has been anything like mine, in trying to find work through the state rehabilitation program, there are check points as far as advocacy programs that can assist you in making sure that the people who are suppose to help actually do there job.
Like this comment? Depends on what state you live in, to my knowledge lose right to vote, financial aid for school, hold public for office, to travel abroad, or to right to bear arms. Travel abroad you may get out of it using your passport but a visa you cant.
