Health provides a healing rate close to Fast Healing, while Stamina gives a slightly lower recovery rate than Quick Recovery. If you are mainly interested in Regeneration to gain increased recovery rates for HP and Endurance, you may be better off taking the Fitness power pool and a different scrapper defense.
However, Regeneration provides several advantages not available to any other powerset. Instant Healing is the most versatile defensive power available to a scrapper, as the type of damage inflicted is irrelevant to its effectiveness. Resilience provides a passive resistance to Disorient not available in any of the other scrapper defenses.
