These days, police databases are all linked up and warrants in one part of the country will show up as valid anywhere else. So police there will notice matters from elsewhere. As to how far police in other jurisdictions will go to follow matters up, this depends a bit on operational priorities for that particular police force, how well-resourced they are and what else is going on.
The Essex police probably won't put together an elite task force of their best detectives over something like this, but if the suspect's residence is known, it likely wouldn't be long before they got a knock on the door either. Different police forces have different track records as to how far they take different matters, so there's no universal answer. Also, if his car is stopped, or he encounters the police for another reason, or anything else brings him to the authorities' attention, he will be arrested anywhere in the country.
