Depends on what you are aiming, minumum API level for NDK STILL "3". But be aware that some features do require a minimum of API higher (according to official NDK DOCS, the native activities requires API Level 9), a good friend for you is: http://developer.android.com/sdk/ndk/overview.html.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
