Unfortunately if its charging, that means its head/face, which is also smallest, hardest to hit target. Its not hunting, you're trying to not end up dead or crippled. Just dump the mag (6 slugs) into the bear.
Considering the situation, i'm sure fish & game would understand... similar life/death situation the recent terrorist attack in san bernardino, I don't think anyone thought the cops putting 400 rounds into the two suspects was 'excessive force', although i'm pressure the latter 300 rounds they were literally shooting a pair of dead bodies. I prefer buckshot for that purpose. To address the problem that the vital area exposed when a bear charges is its head, and its a tiny target you're not going to realistically hit.
Using buckshot greatly increases chances of making a hit, or several that are gonna be more effective than missed slugs.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
