Fourth* week of placebos can be skipped at any time - you just don't take anything during the 4th week and. If you mean go right into the next pack to try and skip your period, then that's a different question. If you're on tri-cyclic birth control pills (each of the 3 active weeks has a different dose of hormones), then skipping your period probably will not be very successful.
