Simple answer - yes! But. .. I am assuming you are trying to change to a vector rendition of the raster image.

Most programs that claim to 'convert' actually place a wrapper around the raster image but the image is still a raster which means resizing it causes 'artifacts' etc. The wiki link has a good example so you can see the 'zoning' that happens in an image (the last on the right is a vectorized image, just click on it to see puddling of areas on the face) The link I provided to Google is just a search for raster to vector conversion. The main issue is that a regular photo may have (as an example) 80,000 different colors and when you convert it to the vector math the results are really poor and may require a lot of editing to clean up. I tend to use Paint Shop Pro from JASC software, because it's what I've been using for a decade or so to edit web graphics, and I know it inside-out. Most programs that do this conversion will ask you for a resolution to use, and will size the WMF accordingly. It's best to create the WMF in approximately the same size as it'll be used in your drawing, since the resized image looks even worse.

Not easily since jpeg and bmp are raster images, you would have to first use another piece of software (maybe illustrator or inkscape) to trace the vector (svg or wmf) image on top of the raster one (jpg or bmp).

Simple Program JPEGs by nature are compressed, whereas bmp files are not. If you convert a low quality jpeg file into a wmf you are not going to have as good resolution as if you converted a bmp.
