Can liberalism survive when it is not supported by capitalism?

Karl Marx believed that capitalism would bring out the bad and the corruption of people. He also feared that the selfishness of people would lead to the overall corruption of capitalism, and the system would become broken. In his book the Communist Manifesto, he wrote that governments ought to regulate businesses big or small (primarily big) to prevent such corruption from occurring in a state of democracy.

Liberalism in comparison to conservatism is a lesser form of socialism where in an ideal situation, the government would be able to have a weak hold on all things economy, to the extent that the government could bail out businesses, create laws preventing actions in business such a monopolization and so on.
