My employer recently refused to reimburse me for one month of mileage because he said that there was a company policy against paying for expenses if they had not been submitted within 60 days. Can he legally do this? I am out at least $140.

If he knows the company policy, he really is legally to abide by it. The thing to you then is whether YOU knew company policy that you had a deadline in submitting mileage claims. Most such thing almost always have deadlines.
If you claim is outside company policy, then all you can do is "appeal" and that only if a mechanism exists to hear an appeal.
Unfortunately, yes. Employers should issue an expense reimbursement policy. All employees should receive it and study it.
I know employers who are more stringent and who process expenses biweekly or monthly. Employees who do not submit for expense reimbursement on time don't get reimbursed. If you were doing a lot of international travel for business, you could have incurred tens and tens of thousands of dollars of expenses over that 60 day period.
Submitting expense reports on time is a factor in some employee evaluations. It is equally important for your as well as your employer's cash flow management. If I were you, I would privately approach the Controller or whoever is in charge of Finance and make a plea calmly and professionally.
Explain that you were wrong to let this slide for so long and that you will not do this again. But, say that the $140 is a lot of money to you and you really would appreciate a one-time exception being made. If you are lucky, the manager will have some compassion.
If (s)he refuses to give you the money, don't lose your professional demeanor. Write it off and be sure your expense report submissions are on time henceforth. Good luck to you.

Policy is policy 60 days is a long time to give an employee to submit charges - perhaps he is tired of folks getting money when they don't abide by their rules - and it is their rule - they win.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
