You don't meet the minimum system requirements but you do have the required shader model and directx version. Usually this means you can at least run the game at a low framerate but Mass Effect 2 causes extra problems when your framerate is low. The game needs a decent framerate for the player to be able to interact with objects.
If your framerate is too low the blue square that highlights objects to interact with does not appear and the interaction won't work. Most people discover this problem after playing the intro scene when they have to pick up a gun from a locker and simply can't. The Geforce 8400 GS is one of the cards that's mentioned often with regards to this problem on the BioWare forums.
Even lowering settings and playing at a low resolution is often not enough to get a decent enough framerate. Mass Effect 2 is not a demanding game but you do need a gaming card which the 8400 GS isn't. Abhishek is wrong about one thing.
You don't need a Geforce 9800 GTX to play the game at medium settings. I have a 9600 GT and play on the highest settings at 1600x900 at 40-60 frames per second. I can even play ME1 at 1920x1080 at 60fps.
(Even though ME2 is smoother at medium resolutions.).
Your processor and RAM are good enough, but your graphics card which is the main component to play any game does not meet the minimum requirements. If you can upgrade your graphics card to at least NVidia 9800 GTX, then you would be able to run at medium settings but still not at very high resolution.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
