Well, here in the US, someone with an engineering certificate is required to sign the plans to certify that the house will stand up to the expected weather, but a person can buy a pre-engineered set of plans from any of several companies that sell house plans. Here, not hiring an architect and an interior designer can significantly decrease the cost of the house, as most architects here are firmly persuaded you have very expensive tastes.
You have to submit certified architectal plans to build a house, once they are certified a home owner can take over as general contractor. A designer is not required.
It depends where you live. In your more regulated areas the local government won't give you a building permit until you show them a building plan that has been certified by an engineer. Most banks won't give you a mortgage until they see the same.
But if you live out in the boonies and have cash you can do anything you want.
I saw someone doing that, once. He had a plot of land over on Eighth Street here in Claremont and he put a little house up. I went by later and they were disassembling the thing and I got some free firewood for it.
Turns out that where the code called for 4x6 foot boards, he had nailed together two 2x6 boards. Ya see, there are ALWAYS the local building codes to comply with, and if one doesn't, they WILL tell you to take it down (before it falls down and hurts someone. )So, uh, no, you can't.
Not all people appreciate thoughtful design. If people tell me they do not need an architect - I usually just tell them they are right! I'd rather work for clients who appreciate what I offer.

Kavijha,Here in Canada (Montreal) there are certified individuals who do just that. They design and provide certified plans on which you can build with. We simply looked at several plans online and cut and pasted a design we liked as well as incorporated a few things we wanted from past experience in our home.
He spoke to us about our wants over 3 sessions and came up with a design that he provide plans for. We were very organized and this showed up on the final cost of the plans for our 3000 square foot bungalow, we knew what we wanted so it did not take him long to finalize.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
