CAn owner of an S Corp in Chicago, collect unemployment when he can no longer pay himself due to lack of business?

He draws usual payroll like employees and pays takes, takes no dividends from company. He cannot afford to pay himself without laying others off and we are down to bare bones employee wise due to economy and cannot function with less people as we manufacture. One of us has to be paid to be able to pay mortgage etc. So I stay on payroll since mine is 1/2 what he makes in a year.
