Can rats chew through motar cement,foam insulation,and hardiboard 500?
It'll take them an awfully long time to chew through the cement products...

YES they can, the sement if they start on an end piece can get enough out to get under it .

Rats can chew through just about anything. The expanding foam you refer to would be no problem for them. I have seen rats chew through wood and hardiplank.
The foam you refer to is tough, but not as dense as these. They can chew through it. The best you can do is bait for them, and leave their hole open.
