The process is old and venerated... Esentially the process is the same as has been used to make alcoholic berverages for centuries and has been well documented. Ethanol is the same alcohol to be found in whiskey, vodka, and most any other hard liquor. Basically making alcohol is done by creating a ’mash’.
A slurry of water and whatever you are fermenting (sugar, grain, agave root, etc) and allowing it to brew for a while, usually keeping the mash warm making a ideal environment for bacteria to breakdown the sugars and produce alcohol. After a time the mash is moved into a still, where it is boiled at just the right temperature to drive off the alcohol as a vapor. The vapor is condensed and collected as the final product.
A simple process that is much the same in big commercial distilleries or backwoods moonshine stills. A quick search on the internet will reveal many sites with far more detail and practical methods. Check the discussion for a few details on the legality of doing this.
Making ethanol alcohol is governed by laws in just about any country on the planet and usually requires a licence. It appears it can be done by individuals here in the US with the correct licence from the ATF for fuel production. The ATF even has a kids webpage (What!?!
) that tells how to do this for class projects. Andrew SiliconOwl's Recommendations The Secrets of Building an Alcohol Producing Still.
