Can the assessor's opinion outweigh the opinion of state authorities who have already assessed the person involved as competent?

(This question was asked by a mariner) We are talking about two different things here. State authorities have set the minimum entry level standards for working as a mariner (and called it 'competence' long before anybody else came along and adopted the term). The competence assessment, carried out by, for example, an assessor, looks at the ability to do the job today.

If the assessed person is found to be not-yet-competent for any reason it does not overrule the qualification; it suggests that the person has forgotten something or has limited continued experience. More.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
