Can the ATI Radeon mobility HD 4250 graphics card on a laptop play League of Legends smoothly?

I looked on league of legends official forum and there was this one guy that was asking if anyone is using an ati radeon 4350 to play the league of legned. Many people are saying that you can still play it but you would get only 15 to 25 fps. This is really slow and you will not be able to play in max setting.
