Yes, you would be a transfer, but it's usual to try to transfer only for the junior and senior years. The admissions officers at the college in California may not feel that they have enough information about your college-level performance to make any decisions about you. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
