Can you file a lien against your own house (fid. Deed) if a family member owes you money-and they will inherit the house my sister owes me money and I am going to sign the house over to her. She doesn't have the money to pay me what she owes.

You cannot file a lien on your own house. You would be filing a lien against yourself. If she doesn't have to money to pay you what she owes, why on earth would you sign your house over to her?
You could only file a lien against your sister after you have already signed the house over to her. Until then, it's still YOUR house, and you can't file a lien against yourself. Your best bet would probably be to take her to court.
If it's a small enough amount, Small Claims Court would be easier (check your local Court rules regarding the monetary amount under which it would fall into a Small Claims Court jurisdiction). I certainly don't know your family dynamics, but I do know that *I* certainly wouldn't want to be signing my house over to someone who has "stiffed" me for money! .
Sounds like what you need is a mortgage, rather than a lien.
