No. There is a service called PlayStation Now that is a streaming service that will let you play select PS3 games on your PS4, Vita, PS3, or other compatible non-gaming Sony device. You can rent games and a choice-by-choice basis or get a subscription (I think $50 for 3 months?) to let you play all games as much as you want until the subscription ends.
