No. Use of the central directory is optional. Zip decoders can, and some do, simply read the zip file sequentially from the beginning, expecting to see the local headers and entry data contiguously.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
