It does look like it is having problems loading a driver , (or a service). Try booting in safe mode, if it still fails then it must be something really low level. Have you changed anything (added/removed any hardware, updated any drivers, done a system restore) or anything recently?
I wouldn't panic too much, because if you see the windows logo as it starts, then it pretty much means that most of your hardware is fine - it is probably just the Windows OS or one of its components that is the problem. I have just read that you ARE getting in using safe-mode which means that everything seems okay and it is probably a software error. In safe mode, go to start menu, click run and type: msconfig then press enter (or click OK).
When in msconfig go to the startup tab, and click the disable all button. Reboot and if you can load then you know it is one of the items you have just disabled, enable them a few at a time to pinpoint the problem and there would be no harm in running an antivirus sweep just to ensure that isn't the root cause, try downloading malwarebytes from another computer (onto a datastick) and running it while in safe mode. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
