If it is just running under a new account, the environment, in particular the PATH, may be different.

Sounds like a classic permssions issue. Try giving the web server permission on the file?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
