Your IP Address is not static. IP addresses are automatically assigned by routers/networks... Changing computer won't do anything within the same network. You can use an IP bouncer if you want, you could use a VPN, or you could use the Tor Browser.

However, IP addresses are geo-local and it's basically saying that computers within your area are not allowed to access a certain site. There are ways of getting around it, as seen above, but they're more complicated than I think you would want to implement. If you don't know how an IP address works, you shouldn't be trying to set up VPN servers and IP bouncers.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
