I know what it means in French exactly and I hope it means the same in English (my dictionary says it does) Turgescence is normally something that applies to a vegetal cell. It gets filled with a liquid and the pressure in it increases so it swells and becomes rigid. This is normally a vegetal cell phenomenon but it can also be used for othe things.

For example what happens to an erected penis. So the large meaning of the word turgescence is "the phenomenon of swelling and becoming rigid.
