Do backlinks from pages with low PR that are contained in domains with high PR help my page's PR?

Here's the thing, while a page may be low PR now, doesn't mean it will always be low PR. If it is well written, it will probably get some attention. As for the paid services, I'm a bit skeptical as they are sending their juice to so many places you have no idea of the quality and it may eventually be diluted.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
