Supposedly toner is meant to counter the pH of your skin and restore it to normal. (Ripped from magazine article) Personally, I think it's great for people that have oily skin because witch hazel (toner's primary ingredient) is really good at sloughing off unwanted oil and it acts as a gentle exfoliant without all the violent scrubbing. You usually use it after washing your face to close your pores and prevent further acne development.
Actually, the truth is, I do the violent scrubbing technique with St. Ives more than I use toner since I have dry skin. If you have dry skin too, then you probably don't need toner except for any occasions where you might sweat a lot, like after a run or good workout. Note: By 'gentle' I mean witch hazel.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
