You may need more specific legal advice, but if you have a one pet policy, that should cover the emotional support animal. If she has an animal already, she can;t really make a case about requiring a second as this is not protected by law. By having your one pet policy, you allow for an animal which could be an emotional support animal.
There is no reason for her to break the rules and have a second. A good idea might be to search for the doctor you got the note from and ask them directly both for their credentials and also whether their diagnosis requires your tenant to have TWO emotional support animals. If the dog is required, it may be that they have to get rid of their cat instead.
