Neither. It isn't a problem where I live, and I could care less. I used to work in downtown Atlanta, in a neighborhood filled with homeless types.
My impression was that about 5% of them were people legitimately falling upon hard times. They were deserving of assistance. The other 95% were people who were either lazy, alcoholics, or druggies.
In any event, the 95% did it to themselves and failed to take responsibility for their actions. I have no sympathy for them. Harsh, but true.

It is hard to despise anyone who is in the position of being homeless....I also don't necessarily feel "sorry" for them as that doesn't help anybody, and people who are in that situation through no fault of their own don't want pity, they want a hand to get going again. Our area has no homeless because the churches of the area get together and provide either permanent housing or stays at an extended stay motel....in return, the people that are able work to earn their support. So far, the system seems to be working well, and meets the needs of everybody involved.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
