When the people supported in mass, they waited till the people get tired. When that did not happen, they started trying to break his fast with request and false promises which they are still continuing. Finally, Mr. Anna relented a bit saying that if his 3 major demands for the common men are accepted in the house, he will break the fast.
This required voting on these 3 demands and knowing that BJP will support, they offered discussion under a section where voting is not allowed. Rahul made a late entry with a statement that "even Lokpal may be corrupt". My answer to him is that even Rahul can be corrupt as well as Mrs. Sonia and PM.
But on this presumption of "can", is it justified that we don't have them in Parliament? Even the Chief Justice can be corrupt. Does it mean that we should not have judiciary?
In fact, any Indian can be corrupt by his logic which is a black mark for our country. Can't we find even a single honest person from more than 120 crores of Indians? If we can't do that, then why do we have any government at all?
Whatever system of governance we establish or Constitution that we form is with a faith that it would work properly and not stop working. We should strive for perfection even when it may not be achievable. With the thinking that it may not be possible shows lack of positive attitude.
I have an educational website which is far from being perfect. Initially, I had a false notion that I will host it only when I have written all the study notes and when it is perfect. Later, I realized that perfection is a notion like infinity of mathematics which one can only strive to achieve and never really reach.
I, then, hosted my site with whatever I had and kept adding to it. Similarly, Parliament should pass the Bill as best as they can and as speedily as possible. Modifications, additions and alterations later are always possible.
There is no law in India which has never been modified or to which amendments are not done and Constitution of India is also no exception to that. MPs say that the Parliament is supreme and must be respected forgetting that Parliament is the child whose parents are the people of India. How do they expect respect when they fail to pass a much needed Bill for long 40 years?

I used the word "can" and also asked if this "presumption can" is justified. It was not the charge, but trying to explain that we cannot have a negative attitude that something that we are trying to do may fail. I agree with your observation that judiciary needs to be improved.
In fact, the word "improved" is also bad aspersion on judiciary. More appropriate expectation is that judement should be speedy for which, in fact, judiciary is not at fault, but the number of judges in relation to the number of cases is grossly inadequate. More budget should be alocated to expand the judiciary and for certain types of cases, fast track courts should be instituted.
Today whole parliament supported Anna Hazare.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
